"HUMAN RIGHTS"

                  This Section is dedicated to advancing human rights and promoting professionalism, accountability and responsibility of those whom we have entrusted the grave responsibility of rehabilitating errants. There is an emerging trend within the Texas Penal System which highlights the disturbing fact that despite decades of Federal Court intervention, there remains a "culture of Violence" that is promoted among administrators and correctional staff, which in turn proliferate Human Rights abuses and contradict the legitimate objectives of incarceration, which is rehabilitation.

                  All administrators and correctional staff are by statutory defination "Public Servants" [V.T.C.A Penal Code, $1.07] and should therefore be held accountable to the public personal responsibility and professionalism by placing servants who commit human rights abuses on notice taht they are accountable to the public at large. When a public servant commits human rights abuses, it not only causes human suffering, but subjects the agency to civil liability, the costs of which are pain directly from Tax Dollars. Each year the Attorney General Office defends approximately 600 cases filed by prisoners for human rights abuses, costing Texas Tax Payers millions of dollars that could and should be better spent on public welfare, such as schools and hospitals. Admittedly, not all suits filed by prisoners are legitmate, but many are and many human rights abuses are never litigated for various reasons.

                  This section of the web site is but a small step toward accountability, we must work together to change laws to make correctional staff and administrators directly responsibile. The people of the State can no longer allow correctional staff and administrators to act with impunity, secure in the fact that all human rights abuses will be defended at the expense of the tax payer. Public coffers must be closed to public servants who betray the trust of the public by committing human rights abuses.

                  Help us to help others and to promote professionalism and accountability. The Moto of the TPLU is: Fiat Justitia Ruat Coelum, which means "Let right be done though the heavans should fall".

                  Right will prevail only when all peoples enjoy equality.

                  To two officers' on the TDCJ-CID Michael's Unit; Officer, Diane Bagley C05 and Kisha N. Stotts, C05, both of which work in the facility law library. These two officers are the subject of numerous complaints and criminal complaints for official misconduct, retaliation and harassment. Both officers routinely use racial slurs and other explatives toward prisoners and issue other low level harassments in conspiracy to deny prisoners the right of access to courts and public officials.

                  The actions of these officers have been reported to the facility senior warden, R. Castro, the Inspector General Office and the Anderson County District Attorneys Office as well as the Federal Bureau of Investigations, Tyler and Dallas Divisions respectively. Further, anti-semetic comments and actions have been reported to the Anti-Defemation League, Jewish Defense League and the World Jewish Congress.

                  It is alleged that said officers, being public servants, have violated various Statutory laws, specifically, V.T.C.A. Code of Criminal Procedure $3.04 official misconduct and V.T.C.A. Penal Code, 36.06 Retaliation and Harassment.

                  To date, no corrective action has been taken enough though numerous complaints have been made. The TDCJ-CID Administrators in the Inspector General Office and the Director's Office term all such official misconduct as "Minor" [Reference letters from both] and therefore refuse to take corrective actions. [These same people believe that the repeated rape and torture of Roderick Johnson and others was "Minor", misconduct when officials refused to offer protections, and refuse to take corrective action.]
